I think this pattern is wrong. Doing the Dc3tog twice in the 1st row and then doing it again with only 3 dc's between make it start going around instead of a ripple in the first 3 lines of the pattern before you start repeating the pattern for the row.

There is a correction for this pattern. The 1st row should read.
1st row: (RS). 2 dc in 4th ch from hook (counts
as 3 dc). 1 dc in each of next 3 ch. (Dc3tog)
twice. 1 dc in each of next 3 ch. *3 dc in each
of next 2 ch. 1 dc in each of next 3 ch. (Dc3tog)
twice. 1 dc in each of next 3 ch. Rep from * to
last ch. 3 dc in last ch. Turn.
